Serving nearly 5 million members in Pennsylvania and West Virginia, Highmark is one of the largest Blue Cross and Blue Shield plans in the nation and has plans to expand its membership and coverage even further. Highmark is currently in talks to purchase the West Penn Allegheny Health System as well as investing in health networks run by West Penn. The two companies finalized their deal in late 2011 and await state hearings in 2012 for the purchase to be complete. This acquisition by Highmark will allow the company to assume control over Pittsburgh's second largest healthcare network.
Highmark Blue Cross and Blue Shield was created in 1996 by the consolidation of two local Pennsylvania BCBS licensees, Pennsylvania Blue Shield and Blue Cross of Western Pennsylvania. Currently, Highmark serves Pennsylvania as an "insurer of last resort," providing valuable insurance services to the state's uninsured population. The company has grown to become the largest health insurer in Pennsylvania as well as the largest insurer in West Virginia.
