Essentially, a risk pool is a state-sponsored association that, in most states, does not require tax dollars to operate.

The risk pools serve as a temporary solution for individuals who are denied health insurance coverage for medical reasons. Often times, risk pools help individuals fill a gap in their health insurance coverage.

As of 2005, 33 states have passed risk pool legislation  West Virginia is the most recent.
