For Healthy Seniors, the Medicare Plans judged to be the best value were:

  1. America’s 1st Choice, Ambassador Plus PPO (estimated annual out of pocket cost $345)
  2. Arcadian, Southeast Community Care Plus ($357)
  3. Blue Cross Blue Shield of North Carolina, Blue Medicare HMO Standard ($508)

For Seniors in fair medical health:

  2. Arcadian, Southeast Community Care Plus ($2,223)
  3. Blue Cross Blue Shield of North Carolina, Blue Medicare HMO Standard ($2,247)
  4. Sterling Partners PPO ($2,580)

For Seniors in poor health:

  1. America’s 1st Choice, Ambassador Plus PPO ($5,566)
  2. Blue Cross Blue Shield of North Carolina, Blue Medicare HMO Standard ($5,664)
  3. Blue Cross Blue Shield of North Carolina, Blue Medicare HMO Enhanced ($5,964)
  4. Coventry Advantra Gold PPO ($6,212)

The rankings above are only based on value, using projected utilization of benefits as indicator.  They do not take into consideration customer service, network coverage, and other factors related to the ease of doing business with these companies for example.  For most customers comparing plans considering factors other than cost is generally the best course of action.
