John McCain’s health care proposal focuses primarily on market-based reforms.

Key elements of Senator McCain's proposal include:

Developing an affordable health plan that all American can take advantage of.

Give each U.S. state the flexibility to experiment with health care reform initiatives.

Allow people to buy insurance across state lines.

Provide tax incentives for low-income Americans so they can afford to buy health insurance coverage. All
individuals would receive a $2,500 refundable tax credit (up to $5,000 for a family) for health insurance
coverage. Tax-credit funds remaining after the purchase of a health insurance policy could be deposited
into a Health Savings Account.
